It includes everything: a 1.85x16 inch steel rim, a 90/100-16 knobby tire (great for dirt and trails), an inner tube already installed, and the wheel bearings are pressed in and ready to go.
It's designed to fit bikes that use a 15mm rear axle, which is common on a lot of Chinese-made pit bikes and smaller displacement models like 125cc, 140cc, 150cc, even up to 200cc and 250cc (but ALWAYS double-check your bike's specifications before ordering – measure your current tire size and axle size!).
This is perfect if your old wheel is bent, the rim is damaged, or you just want a fresh start with a new tire and wheel combo.
